In the sprawling, festival-lit city, business is slow for the Ootsuji Detective Agency. Private investigator Sotaro and his young, spirited sidekick Saki take on a troubling new case: a string of mysterious disappearances. The only clue points to The Dark, the lawless and labyrinthine underworld beneath the city's streets.

When Saki vanishes while investigating, Sotaro is forced to descend into the anarchic depths himself. There, he must navigate a world of dubious factions, including the menacing Laughing Masks gang and a renegade police squad commanding the terrifying Demon 463 armored train, to uncover the truth and find his missing partner.
